Adding an additional configuration just to build icon in a remote platform.

It also includes modifications in the icon-nwp recipe:

• Removing compression dependencies for the B6 branch.
• Removing patch for the submodules.
• Adding compilation flags for intel compilers for both icon-nwp and dwd-icon-tools.
