Measure the current phase point in frustmag

This is a consistency check that is meant to ensure the integrity of
measurements accumulated using PT. The mean of this observable should
exactly equal the giving phase space point, with variance zero (within
numerical precision).

This commit may be revert in the future if PT has proven itself.
